He still cant raise money, he's still in huge debt, the city finances are a complete mess, cops are getting laid off, crime is rampant due to his decision 8 years ago to cut the police force in half, he has still not returned money he received from a convicted drug dealer who was in dealings with now criminal judge conahan.
